SUMMARY
This is professional work procuring, disposing of, and administering real estate and land rights for the City.

ESSENTIAL JOB FUNCTIONS
Determines land rights required to carry out projects for General Government and/or Utility Divisions and advises as to most appropriate rights to be acquired.
Coordinates real estate and land rights acquisition between landholder, City Attorney, appraisers, surveyors, and requesting divisions.
Obtains, reviews, and analyzes appraisals.
Negotiates purchase of property and acquisition of property rights with property owners and obtains properly executed agreements.
Coordinates disposition of surplus real property.
Orders, coordinates, and reviews title searches, legal descriptions, and survey drawings.
Identifies environmental considerations of proposed acquisitions and dispositions.
Provides assistance and information to citizens concerning the City’s property rights.
Responsible for updating and maintaining database; maintains relevant records, statistics and documentation.
Prepares appropriate reports and presentations. Presents findings and recommendations to management.
Stays current with regulations and developments in real estate.
Attends work on continuous and regular basis.

QUALIFICATIONS
To perform this job successfully, an individual must be able to perform each essential job function satisfactorily. Below are the required education, experience, knowledge, skills and abilities to perform the essential functions.
EDUCATION AND EXPERIENCE
Graduation from high school or possession of an acceptable equivalency diploma and seven (7) years of progressively responsible experience in public contact work in real estate development, utility construction which includes land right and/or acquisition experience and a basic understanding of title searches and legal descriptions and one (1) year of supervisory experience; or
An Associate degree from an accredited college or university with major course work in business administration, construction management, engineering, public administration, or related field, and five (5) years of experience in public contact work in real estate development, or utility construction, which includes land right and/or acquisition experience and a basic understanding of title searches and legal descriptions and one (1) year of supervisory experience; or
A Bachelor degree from an accredited college or university with major course work in business administration, construction management, engineering, public administration, or related field; and three (3) years of experience in public contact work in real estate development, or utility construction which includes land right and/or acquisition experience and a basic understanding of title searches and legal descriptions and one (1) year of supervisory experience.
CERTIFICATIONS OR LICENSES
Licenses
Valid Florida Driver License required at time of appointment.
Valid State of Florida Real Estate Salesperson and Broker licenses desirable.

KNOWLEDGE, SKILLS AND ABILITIES
Thorough knowledge of legal and administrative laws and regulations governing acquisition of land and land rights.
Thorough knowledge of real estate transaction procedures, mortgages and their subordination, closings, and mortgage and title insurance.
Thorough knowledge of land and land rights requirements of electric, water, and wastewater utility systems and general government.
Knowledge of environmental liability with regard to acquisition or disposal of municipal real property.
Strong project management and organizational skills to plan, prioritize, multi-task and independently execute projects/tasks within specific deadlines while maintaining flexibility.
Knowledge of City organizational structure.
Skilled in the art of negotiation.
Excellent written and oral communication skills as demonstrated by the ability to articulate complex information and issues clearly and concisely.
Strong interpersonal skills as demonstrated by the ability to interact collaboratively and productively and to build effective relationships with individuals of diverse backgrounds, including elected officials, charter officers, department heads, representatives of other agencies, other City employees, and the general public.
Excellent analytical and research skills as demonstrated by the ability to collect, develop, assess, and blend information and recommendations from a wide variety of sources.
Strong critical and creative thinking skills to assess and resolve problems or issues by gathering and assessing information, taking advice, and using judgment that is consistent with standards, practices, policies, procedures, regulations or law.
Ability to work under high stress levels, with frequent interruptions and with tight and often changing deadlines.
Demonstrated intermediate level knowledge of personal computers and related departmental software.

PHYSICAL AND ENVIRONMENTAL REQUIREMENTS
To perform this job successfully, an individual must possess certain physical abilities and be able to withstand work related environmental conditions.
PHYSICAL REQUIREMENTS
Requires the physical ability to drive a City owned vehicle throughout City.
While performing the duties of this job, the employee is often required to sit for prolonged periods of time.
WORK ENVIRONMENT
While performing the duties of this job, work may require performance of tasks outdoors under varying climatic conditions.
May be required to work or attend meetings outside regular business hours.
